      Let's move provisioning scripts to own git repository. Out from Qt5. 

      Provisioning scripts are not Qt5 SW, those are only configurations for build and test machines which are used with Qt integrations. Also branches which are closed but still under use by some products are causing us problems because provisioning fixes don't land automatically to the closed branches.
