Submodule update bot can't run against qt/tqtc-qt5

    Description

      The submodule update bot hard-codes a qt/ prefix on submodule names when trying to resolve repos for cloning. This results in the wrong repo being cloned and the subsequent inability to find tqtc-lts branches in said repo. The bot needs to be able to select the correct repo prefix when reading the .gitmodules file in qt/qt5.
