Remove CentOS targets which are using packaging flag

    Description

      With https://bugreports.qt.io/browse/QTQAINFRA-4193 we will start using Ubuntu 18.04 to make linux binaries. First Ubuntu 18.04 will be added as parallel with CentOS 8.3 for packaging targets. When packaging and RTA have been verified that we can use Ubuntu 18.04 instead of CentOS 8.3 for packaging targets then we can remove duplicated linux targets (CentOS 8.3)
