Consider splitting out qtqa repo

      The qtqa repo has quite a few things like bots, scripts etc. Some of these may make sense to keep in the qt5 supermodule, however some may make sense to split out. For example: the Gerrit bots (and potentially the Jira bots). Additionally, consider standardizing the branching to be in line with the rest of Qt (currently, it has both dev and master)
