Download all android packages from CI server cache to reduce provisioning times

    Description

      The current Android provisioning scripts use a cache version for SDK tools and NDK packages but still downloads all other Android packages like the emulator, build tools, platform tools. Those should also be cached in the CI server to reduce the provision time a bit more.
