Develop automated monitoring to detect performance regressions in timeseries data

While we presently write a lot of performance data to InfluxDB and display that data on Grafana, these graphs must be monitored manually. This consumes a lot of time, and it often occurs that a system has not been reporting results for some time before the issue is noticed.

Develop a system for monitoring performance data to detect regressions and notify a set of users about regressions and potential missing data.
