While "anyone" can start a CI dry run, it can't be stopped exterenally. Ideally the same person who asks for a dry run, as well as the patch's owner, should be able to stop the dry run somehow (if for instance they know it's going to fail, they forgot to commit something, etc.).

This could again be realized via a bot.
