Conan lock files need to be accessible for releasing and build promotion

The Conan lock files collect correct refs and modules that are part of the integration. The lock files need to be accessible for releasing so that:

• releasing can reference needed lock files to promote builds to staging and production
  • it would be good to "freeze" official alpha1, beta2, rc3, and final lock files so that those are also easily found (UI?)
  • can we attach metadata next to lock files so that we can find the official release lock files easily?
• re-builds are possible with the same lock files
• we can verity that release artifacts (CI Artifactory) are indeed in production (distribution Artifactory)
