Conan recipes and cmake args (Options) should differentiate binary compatible and incompatible options

We have cmake_args_qtbase and cmake_args_leaf_module Conan options in the recipes.
To control which affect the binary compatibility (Conan package_id) we may need to have separate set of these? This needs to be sorted out.
