Recipe revision should be enabled for 'python_requires' as well

The Conan packages have a dependency to qt-conan-common package which is versioned marjor.minor. In order for the changes in qt-conan-common to land into users environments recipe revision mode should be added for 'python_requires' in each module recipe that uses qt-conan-common package.
