Enable SCTP on the CI

      Apparently the machines on the CI don't have SCTP

      agent:2021/11/16 10:33:26 build.go:394: – Performing Test HAVE_sctp - Failed

      This caused regressions in SCTP code:

      Could it be possible to install the needed prerequisites so that the SCTP codepaths are taken?
