Update macOS 11/12 versions to not include minor version

    Description

      macOS 11 and 12 (and future versions) are not identified by their minor version (11.3), just like macOS 10.15 was only identified by 10.15, not 10.15.6.

      This should be reflected in provisioning scripts, tier1/2 images, etc, not hard-coding e.g. macos-11.0, but instead macos-11
