Upgrade Intel Mac Minis to latest OS + Parallels

      Upgrade our Intel Mac Minis to macOS 13 + Parallels 18. qt-srv-mac23 is reserved for testing this change. Following tasks are needed:

      1. Update host macOS version. Because of this we need to port our Parallels plugin from Python 2 to Python 3.
      2. Update Parallels version. Includes a newer Parallels SDK so we need to port our Parallels plugin as well for this new SDK.
      3. Re-compile VNC plugin because of Parallels SDK update
      4. Create Intel macOS 13 Tier1 image + provisionings
      5. Test all macOS versions on this new host setup so we do not break anything
