Study if ccache should be used instead of sccache

    Description

      Currently sccache is in use in CI.
      Nowadays ccache has feature to share objects via network, which makes it similar to sccache. Also MSVC is supported.

      Study if switching to ccache makes sense in terms of stability and work effort.
