Figure out inconsistency of dev and master branches in qtqa repo

      Currently qtqa master branch is used to do license checking of all branches (5.15, 6.2, 6.3, dev).

      qtqa master is also used during qtqa builds in 5.15.
      qtqa dev is used during qtqa builds in 6.2, 6.3, dev.

      qtqa has some tools that are branch-independent (cherry-pick bot, license checker) and some that are branch dependent ( bic tests?)

      We should probably split out the branch-independent tools into a separate repo, so that we can make qtqa follow the regular branching scheme.
