Add submodule filter to the blacklisted dashboard

    Description

      Number of submodules in Qt5 project changes over time, so in order to see the real progress it must be possible to select the submodules for the measurement period.

      This could be implemented by adding a submodule filter (like target platform) to the board. The filter should apply to all views in the dashboard.
