sort dates in blacklisted test dasbhoard + add dry run to script

1) sort dates following this YYYY-MM-DD pattern
2) add the number of "blacklisted test runs"
3) update the help panel with a table explaining how we count indicators for blacklisted tess
4) implement --dry_run fucntionality for a test who feeds the dashboard
5) update the wiki page about it
