Ansible update should also update software not installed with package managers

If a program file has been downloaded, like in the case of minio, apt update doesn't update it. But it shouldn't get updated when simply running the playbook that installs it either, since it should be runnable any time of the month. It's even worse if the software to be downloaded has a version pinned to the name, then we need change to the code.
