The goal is to split tooling and runtime into parts to simplify the tooling release process and make sure for the end user which parts of the components are actually certified code.

Create a new repository for safe renderer runtime (qt/tqtc-qtsaferenderer-runtime).
Move the following components to a new repository:

Runtime code:
src/adaptation -> runtime>adaptation
src/saferenderer > runtime>saferenderer
src/sendevent > runtime>sendevent
Auto tests in tests/auto
eventhandler -> runtime/tests/auto/eventhandler
fillcolor -> runtime/tests/auto/fillcolor
outputverifier -> runtime/tests/auto/outputverifier
safeEvent -> runtime/tests/auto/safeevent
safeRect -> runtime/tests/auto/saferect
safeRenderer -> runtime/tests/auto/saferenderer
stateManager -> runtime/tests/auto/statemanager
testBenchmark -> runtime/tests/auto/testbenchmark

The runtime repository is a subrepository to qtsaferenderer repository.
