Some hosts occasionally fail to allocate VMs

Affected hosts one-sloth, divine-oyster, pure-bear, subtle-iguana and modest-jennet. Each one fails to allocate the VM properly around 200 times in a week. This causes total of ~160h of delays in the jobs in a week. In rare cases also a integration failure if a job hits these hosts 7 times in row.
