Run Axivion analysis from the Gerrit Preheck button

In Qt Safe Renderer, we currently have a nightly build rule in COIN that triggers Axivion analysis. For more efficient code reviews, we would like to integrate Axivion static analysis into Gerrit.

The proposed solution involves having the precheck button trigger Axivion static analysis in Gerrit (using a custom precheck type). Once completed, a link to the analysis results will be displayed in the Gerrit UI.
