Create a web UI to monitor various bot systems across the Qt infra

A UI needs to be developed that lets a user explore the current and perhaps historical status of various bots in our infrastructure.

The UI should provide as live of data as possible. New bots should be designed with an API that makes connecting this for status easy.

At present, the Core Benchmarks bot is being redesigned with a server component that accepts socket.io connections on which it will broadcast realtime status updates for all connected agents.
