qt-testrunner should skip flaky re-runs for new or changed tests

    Description

      If a test is newly introduced in one of the tested patchsets, then the CI should reject it immediately if it fails.

      Anti-flakiness re-runs should only happen for old tests that might already be flaky. We don't want new code/tests to introduce flakiness into the build.
