make "Bots: Submodule Update" group public

for reasons of gerrit being stupid, i can't grant the group permissions in qt/qttranslations despite being the repo's owner - because the group is private.
but there is no apparent reason why it needs to be private, so please change it.

please make sure that other uncritical service user groups are visible as well.
