Build Qt on Windows with support for ICU

    Description

      Qt can be configured to use ICU, which is also required for building WebKit. In order to build WebKit on the Windows machines in the CI system, Qt should be compiled with ICU support. (the binary release packages for Windows are also built with it)

      It seems ICU 4.9 is used for release packages, so that would probably make it also a good version to use on the CI machines.
