Rework network testserver to use maintained OS version and services

    Description

      Current network test server OS and the services inside it are no longer well maintained. The server OS should be upgraded to a recent version and it should be reevaluated which services to run on it.

      Running the test server in docker inside VMs is no longer preferred. Single network test server should be able to server all integration.
