Support for "In Review" transition

If we adopt "In Review" as status in Jira, it opens up two action with regards to the closer bot.

1.) Will the closer bot work when it encounters the "Fixes" tag in a commit that is associated with a Jira issue which is "In Review"? This is probably sth we should address no matter what

2.) Can we consider to transition an issue into "In Review" when we encounter "Fixes" ? Since "Fixes" constitutes a single or concluding patch(series) we could trigger the transition automatically. The difficulty is is that we may not assume that an issue is actually "In Progress" at this point in time. Often devs forget to move to "In progress" and therefore the Jira transition would be two steps. This feasibility needs to be investigated.
