Gerrit: allow to change topic on closed changes

    Description

      Sometimes you forget to add a topic, or you decide to use one only when you realized it's becoming a bigger ... topic, and the first commits have already merged.

      In such cases, it would be good to be able to change (at least add) a topic (and hashtags, btw) to already-closed changes.
