Cherry pick bot cannot pick to an LTS branch when already operating inside a tqtc/ repo

If a change in a tqtc repo targets an LTS version, the cherry pick fails to identify the target branch as valid.

This can come up if a change in an existing LTS version in a tqtc repo targets a release version which is also in LTS such as picking from tqtc/lts-5.15 to 5.15.15.
