Fix camera app test for raspberrypi4-64

    Description

      There is no camera connected to raspberrypi4-64 on the RTA pool. The application works correctly and is not trying to start camera on it. Skip the 'start camera' step on raspberrypi4-64. On most of the targets camera is getting 'started' eventhough there are no cameras on any device on the RTA HW pool.
