Cherry-pick bot chooses the wrong parent in relation chains

Due to Work around broken relation chains of merged changes (I4cc2d204), there is now a discrepancy between the parent in the relation chain and the parent used for other purposes such as choosing a target parent sha when performing the pick.

Cherry-pick bot should be updated to use better logic for determining the correct parent and correlating sha when performing other operations.
