Add new label "Failing-CI" to Gerrit

    Description

      There is need to identify changes that were staged but failed the CI.
      This would help identifying the changes that need restaging and maybe later it could be used to automate it.

      Gerrit Qt workflow plugin should set this new label when integration fails. And clear it when change passe CI.
