Part of a build configuration is not using sccache

    Description

      The config is: LinuxUbuntu_22_04x86_64LinuxUbuntu_22_04x86_64GCCqtci-linux-Ubuntu-22.04-x86_64-51-56a600Documentation_Sccache_UseConfigure

      After the normal build, it is doing a secondary build by invoking first qmake and then make. That one is taking about 5 minutes, and does not appear to be using Sccache.
