Seems that vulkan-devel package was introduced to SLES15 SP4 when SLES15 SP5 was not yet introduced, so it was missed from introducing SP5 at provisioning.
This could be improved in provisioning process to compare latest provisioning changes from previous version with newer version before merging new platform into use.
