Sanity bot should still provide a minimal output with -2 on excessive output

In the event that a change causes too many complaints for the bot to comment on, it currently just bombs out and contacts the gerrit admins.

It would be better if the bot kept a tally, perhaps per file or complain type and then made a batch complaint if there are too many issues to report, along with a -2.
