Some repos like qt/tqtc-qtsdk use the Submit model rather than CI Staging functionality. In chosen repos, peform the submit automatically when the change does not create conflicts.

This functionality should be treated as an alternative scheme, not a fallback. It should only be respected in repos where some config value exists, such that repos which require manual intervention are not touched by the cherry-pick bot.
