There are at least 2 cases currently where different version of same tier1 are being used in 1 integration. e.g. -50 and -51 of qtci-windows-10_22H2-x86_64 and qtci-linux-Ubuntu-22.04-x86_64.

Problem is that those configs usually reside in modules high in the chain like android-automotive and in branches like 6.5, and will cause significant delay in their respective integrations due to need to start some configurations from provisioning.

This can be continued by adding and assert that each tier1 name must be unique after removing the suffix e.g. "-50" in Coin.
