Study if language can be tested in Windows

    Description

      Would be nice if in installer framework we could test that the system language is used in UI. For this the system language in Windows needs to be set to other than English (cannot be just env variable like in Linux and macOS)
      Although installer is translated to 9 languages, it would be fine if one language is checked. Language can be for example German or Spanish
