      Add Windows 11 23H2 to Qt 6.7 branch

      Phases that are to be done in branch 6.8:

      • Development/Testing the change: nightly or wip change
      • Add new platform as non-blocking, use InsignificantTests feature
      • Make new platform as blocking
      • Remove previous platform from CI: Windows 11 22h2

       After these have been completed in 6.8, the 23h2 changes will be picked to 6.7 and 6.7.1
