Windows on arm VMs sometimes fail to boot

There are around 50 instances daily where Windows on arm VM fails to boot. These can be identified by display not being active in them. Each non working instance causes 15 minute delay after which Coin retries the VM as it failed to contact Coin in time.

As for impact it is roughly same as there would be one VM running constantly, but more annoyingly when running a job which would produce results very quickly, the failed boot might make it multiple times longer.
