Migrate Bot usages of Webhooks to Power Automate Workflows for Teams.

      Microsoft is retiring all Office 365 plugins for Teams, including the Webhooks plugin. Many bots in the Qt infrastructure use this simple webhook plugin to post status messages to channels.

      These must be migrated to Power Automate flows no later than Oct 1, 2024. Webhooks will cease to function after this date.
