Increase Gerrit's receive timeout

    Description

      If a user attempts to upload a very, very large patch to gerrit, it may time out, giving a [remote rejected] error. This is simply due to the 4 minute internal receive timeout in gerrit.

      Update it to 10 minutes; this should not have any negative effect.
