Create a bot to assist with forum post management

A hallway discussion at QtCS 2024 brought up the pains of being a forum moderator in the Qt community. Perhaps we could automate some housekeeping tasks with an AI bot, while keeping in-depth troubleshooting responses to humans.

The bot could:

• Respond to simple FAQ issues.
• Identify duplicates
• Spam account detection?
• Move posts to a better category if incorrectly placed

The bot should:

• Be robotic. Friendly bots are generally unwanted in a forum setting where the goal is to discuss the issue with a human.
• Avoid providing suggestions for complex issues where a bot response is likely to be ignored, even if correct.
