Windows Tier1 images (Win10/Win11/WoA) has been updated recently into dev (6.10) branch

Updates:

• WoA: Install Windows SDK 10.0.26100.1742
• Windows 10: Install Windows SDK 10.0.26100.1742
• Windows 11 23h2: Install Windows SDK 10.0.26100.1742

Same updates could be extended to 6.9 and 6.8 branches, which helps to keep images and provisioning synchronized (maximizing usage of same image with different branches, minimizing time to create new provisioning), and making maintenance work and issue fixing easier between branches.

At some point this update might eventually happen if those images get any other new updates which also 6.9 and 6.8 will require. In that case we also have situation when we have more Tier1 image changes introduced at once, which increases possibilities for new integration issues.

This could also help to keep new WoA target synchronized with same image between branches:

Therefore these are better to synchronize now.
