Check CMakeCache.txt for feature changes rather than config.summary

    Description

      The plain text summary in config.summary is not complete, because we don't want to output every single feature to the user (for reasons). So when checking if a package has changed its features we should check the complete state, e.g. via:

      ❯ cat CMakeCache.txt | grep QT_FEATURE_ | grep -v LABEL
