MSVC version is kept as it is, and updated independently after this, as following the newest CI update policy

Note!

During the installation of WoA 24h2 there was a major boot loop -issue which blocked the installation process
Therefore by testing that WoA 23h2 didn't have the same issue, we selected to install 23h2 instead of 24h2
There is still possibility to try to upgrade 23h2 --> 24h2 to see if the boot loop -issue still exists or not
But at the moment this ticket is renamed to install 23h2 as 24h2 installation failed

OpenGL is still disabled
But 'OpenCL, OpenGL, and Vulkan Compatibility pack' has been installed to WoA 11 23h2 Tier1 image
