Docker desktop not starting on qtci-macos-14-arm- template

    Description

      Docker desktop is provisioned to qtci-macos-14-arm- , but when an RTA test is trying to start it with: 

      open -a docker

      it's not starting and installing Boot to Qt content fails. Works on the intel macs.

      Prevents RTA testing on arm macOS machines.
