Figure out if qtqa can be included in submodule update rounds

Due to some issues with coin provisioning scripts in the past, qtqa has been ignored during submodule update rounds. Recently, I have received a handful of reports that this is now causing new issues, as changes are being committed to qtqa but not appearing in the qt5.git updates as expected by users.

Please investigate which branches may be updated by the submodule update bot, or very preferably, if I can re-enable qtqa in all repos for the bot.
