If one uploads a change that touches a security file, then Gerrit adds a banner "Change affects security critical files". However if then a later patchset stops touching such files, the banner doesn't go away. This could happen for many reasons, the patch didn't need to touch those files to begin with, or maybe the security part was split in another patch, etc.

Should the banner go away?
