Implementing a tool enforcing rules of QUIP 24

Since the acceptance of QUIP24, we as an organization committed to adding Jira tickets to newly blacklisted tests. To make sure the rule is followed, we should create some monitoring tool validating that newly blacklisted tests have accompanying bugs. 

The goal of this task is to define and implement such a tool, either by extending the existing Gerrit Sanity Bot or by using REST API.
